Conflicts, violence in forestry sector due to lack of clarity in rights |

Jakarta (ANTARA News) - Lack of clarity in rights and legality of an area has often become a source of conflict and violence in the implementation of forestry policies.
Such violence in the implementation of a forestry policy was actually inseparable from the lack of clarity in the rights of farmers or traditonal communities over a certain forested areas, a forestry observer of the Bogor Institute of Agriculture (IPB), Hariadi Kartodirdjo said in a workshop on violence relating to forestry resources exploitation policy here on Wednesday.
Especially, he added, that under forestry law No 41, 1999, a small group of people exploitating or making use of a forest area for certain purposes without official government permit should be deemed a breach of the law.
Therefore, according to Hariadi, in the solution of one of the problems the forestry ministry should immedidately complete its reforestation program, so that the community has clarity in their rights.
In the meantime, he also reminded that mapping of too large a scale in the implementation of a reforestation program also has a potential of creating a problem in the field.
On the one side, an approach designed to prevent violence in the implementation of the forestry law would mean nothing if it had to do with injustice in distributing the benefits of forestry resources. A political issue also has the potential for violence.
According to Abu Said of the non governmental organization "Kontras", the policy on the forestry sector has never tended to be siding with the people. This is a serious issue if allowed to remain unsolved for a long time. |
